If Pooka had tried to control him by planting the idea in his mind that this would be a really great bit of mischief he would probably not be all that hard to make use of. But a father protecting his child or at least preventing the harming of that child really should outweight the desire to cause mischief and would be harder to push to the side than any feelings from a childhood crush. This would also be easier if you started trying to take those feelings out of the picture while they were still developing. Pooka had time to do that with Hod. There's also the fact that Loki as a older god then Hod, and a master of manipulating people would probably have noticed someone trying to mess with his thoughts. And yeah, that's a stone wedgie, but you're correct that she wouldn't be an "underwear" girl considering where she came from.
